Background: The young people in Tanzania aged between 10 to 35 years constitute about 60% of the entire population. According to the 2002 Population and Housing Census the Population of Tanzania increased from 23.1 million in 1988 to 34.4 million in 2002 with an average growth rate of 2.9 percent per annum. The population projections now suggest Tanzania has a population of about 42 million people.

Despite the fact that youth comprises of majority in the population, their involvement in matters concerning their development is limited. The majority of youth live in poverty and are affected by unemployment, HIV/AIDS, drug abuse, early pregnancy, rural-urban migration among other social trends and issues. The majority of youth in Tanzania live in rural areas where infrastructure and services are less available. Statistics show only 13% of the Tanzanian population has access to electricity. The cost of internet and limited availability in rural areas presents another barrier to accessing information.

In decision-making bodies or in political arenas, youth are significantly underrepresented. The absence of human rights and civic education inhibits their ability to participate in public affairs and political processes. In the absence of a national youth forum or platform, such as a national youth council, this project intends to build the capacities of participating youth to engage in public affairs, with particular concern for diversity and young people from marginalized backgrounds.
